The short answer: If your business is in scope and its Revenue is AED 50 million or more, you must appoint an Accredited Service Provider (ASP) by 30 October 2026, eleven days after this guide is published. Go-live is 1 January 2027. No provider yet? Speak to the FTA and your tax adviser now. Most of the work, and most of the risk, sits in your ERP or accounting system. It must produce complete, structured invoice data, connect to your ASP and handle confirmations and errors. The ASP deadline moved. The go-live date did not (MoF, 10 May 2026; FTA, 29 Sep 2026).

Below: the confirmed dates, how the UAE model works, and a readiness checklist for finance and IT teams.

The confirmed UAE e-invoicing timeline

The phases are set by Ministerial Decision No. 244 of 2025, as amended by Ministerial Decision No. 66 of 2026 (consolidated text, tax.gov.ae):

WhoAppoint an ASP byImplement e-invoicing by
Businesses with Revenue equal to or exceeding AED 50,000,00030 October 20261 January 2027
Businesses with Revenue below AED 50,000,00031 March 20271 July 2027
Government entities31 March 20271 October 2027

The pilot programme and voluntary implementation both began on 1 July 2026 (MD 244, Articles 3 and 4).

What changed in 2026

  • The ASP deadline moved. The Ministry of Finance extended the appointment deadline for the first phase "from 31 July 2026 to 30 October 2026". It also stressed that the 1 January 2027 implementation date "will remain unchanged" (MoF).
  • Provider accreditation tightened. Ministerial Decision No. 168 of 2026 came into force on 1 October 2026 and removed the "pre-approval" stage. Providers must now pass accreditation assessment and testing before they are accredited. Previously pre-approved providers have up to 30 days from 1 October 2026 to meet the new requirements, or lose their preliminary approval (WAM, 9 Oct 2026).

Practical point: when you shortlist providers, confirm their current accreditation status. Check the Ministry's ASP list (MoF eInvoicing portal) and the E-INVOICING tile in EmaraTax (MoF Guidelines).

How "Revenue" is measured

Revenue means "the gross income earned by a Person during the most recent Accounting Period". It is based on financial statements or, if these are not available, other documentation acceptable to the FTA (MD 244, Article 1). If you are close to the AED 50 million line, confirm your phase with your tax adviser.

What counts as an e-invoice (and what doesn't)

The Ministry defines an e-invoice as structured invoice data, issued and exchanged electronically between supplier and buyer, and reported electronically to the FTA. It states that "pdf, word document, images, scanned copies and emails are not eInvoices" (MoF eInvoicing portal).

A few scope points matter for system design (MoF Guidelines):

  • All persons who make a business transaction in the UAE are in scope, "notwithstanding their VAT registration status", unless a specific exclusion applies.
  • B2B, B2G, G2B and G2G transactions are in scope. Business-to-consumer transactions are currently excluded (MD 244, Article 5(2)).
  • You must appoint only one ASP for both sending (accounts receivable) and receiving (accounts payable).
  • Your customer's onboarding status "does not affect" your own obligations.

How the UAE model works: the five corners

The UAE uses a decentralised "5-corner" model built on Peppol (MoF Guidelines):

  1. Supplier. Your ERP sends invoice data to your ASP in an agreed format.
  2. Supplier's ASP. It validates the data and converts it into the UAE standard XML format, sends it to the buyer's ASP and reports tax data to the FTA.
  3. Buyer's ASP. It validates the invoice, confirms receipt and reports tax data.
  4. Buyer. It receives the invoice in an agreed format.
  5. Federal Tax Authority. It confirms when the tax data has been reported.

Your Peppol participant identifier is "0235 followed by the 10-digit TIN". For FTA-registered businesses, the TIN is the first 10 digits of the business's 15-digit FTA registration number. Members of a Tax Group each use their own TIN and must each be onboarded (MoF Guidelines).

For ERP teams, this means confirmations and rejections flow back to you. Your system must capture them, show them to users and act on them. Sending invoices out is only half the job.

ERP readiness checklist

This checklist is based on the Ministry's own readiness checklist and "getting ready" steps (MoF Guidelines, Chapter 9 and Appendices 1 and 2), grouped into four workstreams.

1. Master data and invoice data

  • Run a gap analysis: which e-invoice categories and data points apply to each of your transaction types? Check them against the Ministry's UAE Electronic Invoice Mandatory Field Requirements (MoF portal).
  • Confirm that your ERP can generate and extract every required data point, and plan any data migration.
  • Clean customer and supplier master data, especially tax identifiers. You will need them to address and match Peppol participants.
  • Confirm your own TIN and, for groups, each Tax Group member's TIN.
  • Review invoice-related processes that may need new handling, such as credit notes, advances and intercompany billing.

2. ERP-to-ASP and Peppol integration

  • Select an accredited ASP, check its status under the new accreditation rules, and finalise the contract.
  • Start onboarding through EmaraTax. The guidelines say the Person, not the ASP, initiates it, through the account admin.
  • Obtain your Peppol participant identifier through the ASP.
  • Agree how invoice data will move between ERP and ASP (format, interface, frequency), and how confirmations and incoming supplier invoices will come back.
  • Agree data hosting and data security requirements with the ASP.
  • Complete the ERP changes and integrations, and reconfigure approval workflows where needed.

3. Testing in the voluntary phase

The voluntary phase has been open since 1 July 2026. The Guidelines note it lets businesses test "without the risk of penalties", and that penalties apply only from your mandatory date. Test the full flow:

  • Sending invoice data from the ERP to the ASP
  • The ASP delivering the invoice to the buyer
  • Receiving success or failure confirmations for the exchange
  • Receiving supplier e-invoices through your ASP
  • Tax data reporting to the FTA, and the matching confirmations

4. Go-live and post-go-live support

  • Agree a governance model with your ASP for resolving errors during and after go-live.
  • Assign clear owners in finance and IT for monitoring rejections and exceptions.
  • Prepare for customers who are not yet onboarded. The Guidelines note that a buyer may still need a separate tax or commercial invoice during the transition.
  • Set a process to update your ASP (via EmaraTax) when your circumstances change, for example joining or leaving a Tax Group or VAT deregistration.
  • Track future legislative and technical-specification changes with your ASP.

What happens if you miss the dates?

The FTA warns that "failure to meet the implementation requirements may result in administrative penalties" and urges businesses not to leave preparation "until the last minute" (FTA, 29 Sep 2026). The specific e-invoicing penalties are set out in Cabinet Decision No. 106 of 2025, which is available on the MoF eInvoicing portal.
